Project DEAL and Transformative Agreements
The DEAL project was launched in 2016 by the Alliance of German Science Organisations.The aim of the project is to conclude nationwide license agreements for the publisher's entire portfolio of electronic journals. Publishers included in the project are Wiley, Springer Nature and Elsevier.
Project DEAL negotiation objectives:
- All publications from authors of German institutions would automatically be inserted as Open Access (CC-BY, including Peer Review)
- DEAL institutions have unlimited full access to the complete title portfolio (eJournals) of selected publishers
- Appropriate pricing geared to publication: easy, future-orientated calculation model (Publish & Read Model)

Currently, contracts with the publishers Wiley and Springer Nature are concluded. Negotiations with Elsevier are resuming after a long period of inactivity. The pending outcome has led to the termination of access to ScienceDirect for libraries, which means only Elsevier eJournals up to 2017 are available.
In addition to DEAL, so-called transformative agreements are negotiated and concluded with other publishers. Mostly involving Open Access and under the name 'Publish & Read', publications agreements are made between libraries and publishers. It is intended to create publication agreements with transparent terms and conditions for publishing Open Access. Participating institution members of the agreement, as a rule, can publish without their won financial exprense in hybrid journals or at a reduced cost in Gold Open Access journals.
